Eagle Square shopping center plat delayed
The council held off on approving the layout for the Eagle Square commercial development until legal wording in the developer agreement is sorted out.
What it means: Construction at Eagle Square cannot move forward until the council takes this up again. Nearby residents see no change in the meantime.

Councilmember Burnham moved to table the Eagle Square Commercial Preliminary Plat, with instruction to staff to work out the legal issues with the language in the Third Amendment to the Master Development Agreement, or to bring the Amendment to the Council in conjunction with the Preliminary Plat. Councilmember Wood seconded the motion.
New park and city signs sent back to staff
The council rejected a contract with Identity Signs for six new wayfinding signs and told staff to find sturdier materials and cheaper installation.
What it means: The aging signs directing you to parks like Smith Ranch Park stay as they are for now, and new ones will not go up this fall as staff had hoped.

Councilmember Wood moved to deny the approval of a Resolution of Eagle Mountain City, Utah, for an Agreement with Identity Signs for Six Wayfinding Signs with instructions to staff to find a more durable material for the signs and a lower installation cost option. Councilmember Wright seconded the motion.
$3,500 a month for a city marketing plan
The city hired REDKOR Brand Campaigns to build a marketing and messaging plan at $3,500 a month, capped at 14 months and cancelable at any time.
What it means: City spending of up to about $49,000 over 14 months, with the economic development work done first. What you would notice is a more consistent look and voice in city communications.

Councilmember Wood moved to approve of a Resolution of Eagle Mountain City, Utah, Approving a Professional Services Agreement with REDKOR Brand Campaigns to Create a Marketing Plan, with a month-to-month plan of $3,500 per month that can be discontinued at any time, with a benchmark plan with economic portion of the scope of work frontloaded, and not to exceed 14 months. Councilmember Burnham seconded the motion.
Mayor and council pay raised, starting January
The city set the mayor's pay at $119,800 plus a $600 monthly car allowance and council pay at $18,100 a year, effective January 1, 2025.
What it means: This is taxpayer money going to the city's elected officials. The new amounts take effect January 1, 2025; there is no direct change to your bills or services.

Councilmember Wright moved to approve Ordinance of Eagle Mountain City, Utah, Amending the Eagle Mountain Municipal Code Chapters 2.10 Mayor and 2.15 City Council Regarding Elected Official Compensation, with the following changes: 1. EMMC 2.10.020(B)(1) is amended to, “Mayor’s annual compensation as a primary source of income: $127,000.” 2. EMMC 2.10.020(B)(2) is amended to, “Mayor’s annual compensation as a secondary source of income: $30,470 plus $600 per month transportation allowance.” 3. EMMC 2.15.010(A) is amended to, “Each member of the city council shall be paid annual compensation in the amount of $20,500 and shall be entitled to receive other benefits that are provided by the city or incidental to the city council member’s duties such as a computer (tablet), conference fees, professional memberships, etc.” 4. EMMC 2.15.010(B) is removed in its entirety. 5. The effective date be January 1, 2025. Councilmember Wood seconded the motion. AMENDED MOTION: Councilmember Wright moved to approve Ordinance of Eagle Mountain City, Utah, Amending the Eagle Mountain Municipal Code Chapters 2.10 Mayor and 2.15 City Council Regarding Elected Official Compensation, with the following changes: 1. Fence and retaining wall rules held back
The council set aside a rewrite of the city's rules on privacy fences, landscaping buffers and retaining walls without setting a return date.
What it means: If you were planning a fence or a retaining wall, the current rules still stand. No new date was set for a decision.

Historic zones rules put off to August
The council delayed a new set of rules for historic zones a second time, sending it to the August 6 meeting.
What it means: Owners of older properties waiting to learn which rules apply to them wait another month. Everyone else can skip this one.
