PARKWAY FTELDS (AULT FARMS) Eagle Mountain City Council Meeting - February 6, 2024 Page I of 20 14.4. ORDINANCE / PUBLIC HEARING - An Ordinance of Eagle Mountain Citg, Utah, Amending the Parkwag Fields (Ault Farms) Master Development Plan Items 14.4. and 14.8. were presented and discussed concurrentlg. Senior Planner Robert Hobbs presented the item. Parkwag Fields has been building out in keeping with the Ault Farms Master Development Plan (MDP) and associated Master Development Agreement (MDA) adopted some gears ago. A modification request to the original plat and development agreement was deemed warranted due to the following factors: 1. The applicant's former request to develop a centralized preliminarg plat of townhomes (C) that borrowed from some other phases in the project; 2. The Council's corresponding request that townhome units in Phase C be aggregated into two sub-phases (C-1 and C-2) resulting in changed phasing lagouts and labeling of the other plats; 3. A desire to adjust the project's phasing plan; 4. The need to rezone a small pair of strips in Phase C from RC to MF1 to accommodate about four extra townhomes to be offset bg fewer RC lots in Phase G; 5. The proposal to provide a more detailed and differentlg arranged Plat G to replace the originallg contemplated Plat E; and 6. lnterest in modifging the singufar landscape stub connection to the commercial area through the old Plat G (now Plat F) bg replacing the same with two separate accesses to the commercial lot to the west. Discussion verified that the duplicate road names will be changed and the plan will be adjusted to include allthe required open space. Councilmember Wright asked if the open space has been reduced in Plat F Mr. Hobbs stated that the applicant is aware of the deficiencA and is willing to compensate for the lost open space. The proposed adjustments do not cause an increase in densitg within the project. The plan provides allthe requisite multifamilg amenities. Applicant representative Bronson Tatton addressed the Citg Council stating the townhome units increased to 22 and 25 feet wide which resulted in the need.to utilize some of the area in the development previouslg designated for RC units. The propertg owner of the church site requested access from interior roads rather than Pong Express Parkwag. Theg are dedicating land for Old Airport Road and the adjacent open space to the Citg. Some of the open space along Old Airport Road will be improved for a regional, multi-use trail and trailhead. Regional amenities that qualifg for park impact fees, such as a bicgcle pump track, are being considered. ln the foothill residential area, the lagout was changed when Old Airport Road was reclassified as a minor collector and Lake Mountain Road was reclassified as a local road from a limited access road in the latest Transportation Master Plan update. ln the new design, homes now front on Lake Mountain Road. The original MDA exceeded the open space requirement. Theg are amenable to increasing the open space bg reducing the lot sizes to meet the previous amount provided if desired bg the Citg Council. Councilmember Clark stated that she would prefer for the lots to remain their current size rather than be reduced to use the acreage for open space. She mag have felt differentlg if the lots were for multifamilg units or smaller in size. Parkway Fields phases and layout redrawn
The council approved a redrawn Parkway Fields plan that splits the townhome phase in two and adds about four townhomes, offset by fewer lots in a later phase.

The city rewrote its fencing rules, declaring broken, flammable or spite fences unlawful nuisances, adding a split-rail definition, and barring berms or hedges where a wall is required.
